Commissioners approve DeVries Minor Subdivision

At the November 19 Hot Springs County Commissioners board meeting held at the annex building, the commissioners voted and passed the approval of the revenue and expenditures report for $964,335.20. 

County Planner Les Culliton presented the application for the DeVries Minor Subdivision.

The request for approval was for a Preliminary Subdivision Plat, dividing roughly 3-acres of an 8.5-acre parcel into 5 lots and a Land Use Change from agricultural to residential.

This application was recommended for approval on October 16 by the Land Use Planning Commissioner.

Chairman Tom Ryan opened the meeting for public comments, however, none were given. The commissioner went through their checklists and afterwards they voted and passed the approval of the application. 

Culliton also presented the final plat for signing for the Rimrock Subdivision. The commissioners voted and passed the approval for Chairman Ryan to sign.

Barb Rice gave the Youth Alternatives report and said they have 15 total juveniles, including 11 males and four females. Rice also said that their students have met all expectations for their learning. Regarding the students’ involvement in community service, Rice said they delivered more than 200 meals for the Backpack program, two property clean ups, emptied miscellaneous items from Common Ground, volunteered at the Hags N Bags event, and performed the setup and takedown of the recent Craft Fair. Rice also reported that the student presented at the Rotary meeting. They are looking for partnerships for scholarship ideas.

Rice also discussed the recent passing of a former Youth Alternative participant and the loss of Judge Ron Jurovich. Rice added that her students are a great group of volunteers who do well at community service and that their efforts in the food drive are “huge.” 

The commissioners held a brief discussion about the Black Mountain Road Updated Tentative Timeline. They plan on paving the road and completing the project by October 2025.

County Clerk Becky Kersten also notified the commissioners that the Kirby Ditch Irrigation District and Lucerne Water & Sewer District are still not in compliance and that the Clerk’s office has not received a letter from them.

In other business, the commissioners voted and passed the approval of the Grant Agreement from the Wyoming Office of Homeland Security for $39,057, for Access Control Project at the Courthouse and Joint Law Enforcement Center, Effective Upon Execution though August 31, 2026 and the Approval of the Grant Point of Contact Information Form; the Approval of the Facility Use Application for the Predatory Animal Control Board Meeting on December 2 at 5:30 p.m. until 7 p.m.; the Approval of Letter to Wyoming Department of Environmental Quality and the Letter to the Wyoming Water Development Office; and the Approval of Resolution No. 2024-19 for the Formation of the Hot Springs County Senior Citizen Service District.
