Culliton to take over as county planner

At the November 21 Hot Springs County Commissioners board meeting, Les Culliton was named as the new Hot Springs County Planner who will be replacing Bo Bowman.

The commissioners held a public hearing to amend the plat of WY Lasting Legacy Subdivision and there were no comments given. The application was to take 14 lots and make them three lots. There was no checklist required. The commissioners voted and passed the approval of the subdivision.

County Planner Bo Bowman presented a request for the approval of the final plat for Wyoming Whiskey Minor Subdivision. Bowman noted that the property owner had not signed the plat yet and was not currently available due to health concerns. Chairman Tom Ryan said that they will wait until the property owner signs before they sign it. There was no rush either for the signing. 

Bowman also said that he received a letter from BLM regarding the Kirby #2 gravel pit permit. The commissioners voted and passed the approval to sign the letter. This approval will help the commissioners’ Black Mountain Road project go forward.

The commissioners held a follow-up discussion with Culliton regarding ADA Compliance with the intake bathroom. After consulting legal matters, they recommended going forward with it and seeing if they can use the same space to install the bathroom. The commissioners voted and passed the approval of $6,200 for engineering consulting services with Engineering Design Solutions.

The commissioners voted and passed the approval of the Special AP Warrant for $7,379.61 for Code Red and $3,846.14 for radio for the Road & Bridge truck.

In other business, the commissioners voted and passed the approval of Facility Use Form for the Annex Meeting Room, for December 11 for the Predatory Animal Control Board Meeting; the approval of Facility Use Form for the Annex Meeting Room for July 10-11, 2024 for the Assessor’s Office; for the RFR #1 with WYDOT for the Fly-In Event for $1,985.77.

The commissioner also voted and passed the approval of the Local Government Liability Pool. The Vote went as follows: Rick Grant for County Commissioner; Mike Bailey for Municipal Elected Official; and Hale Redding for Special District Representative.
