Commissioners hold brief meeting

At the October 17 Hot Springs County Commissioners board meeting, Barb Rice gave the Youth Alternatives update and said she has 16 total juveniles, which includes 10 males and six females, and she released two juveniles that week.

The commissioners and Rice held a discussion about the Alive! at 25 program. Rice explained they do not have a trainer right now, but she said, “I really want one.” In the discussion, they talked about the importance of the program.

Rice also discussed the Central Wyoming College (CWC) instructor as a “game changer” for the Youth Alternatives program and added the teacher’s and students’ work “requires a lot of testing”. Also, the instructor has facilitated the learning “a lot more quickly.” There is also a possibility of the Thermopolis location getting certified as a CWC satellite center.

Sheriff Jerimie Kraushaar presented a request to the commissioners to sign the Subaward Agreement with the Department of Justice for the Body-Worn Camera Policy and Implementation Program for $18,000 with a 50/50 match from the Sheriff’s Department. Kraushaar said that the $9,000 match would come from his budget. The majority of the cost would come from a five-year use of cloud storage. Also, after three years, they would be able to replace the camera. The commissioners voted and passed the approval for the signature to move forward.

County Treasurer Julie Mortimore presented the Non-Corporate Resolution #2023-11, which is a document that verifies that Mortimore is the county’s elected treasurer. The commissioners voted and passed the approval to sign the document.

In other business, the commissioners voted and passed the approval of the Facility Use Application for Owl Creek Water District to use the Annex Meeting Room on the third Thursday of the month at 6 p.m.; the Special AP Warrant for $8,618.25; RFR #21 for the HSG Master Plan for $4,334,70; and the RFR #22 for the HSG Master Plan for $1,420.25 (the final invoice). The total cost of the Master Plan was #232,385, which was under the $300,000 budgeted amount.
