On the Record policy

It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law.

Correction

Michael Blonigen was misidentified in the Wiley trial story in last week’s Independent Record. His brother, Joey Blonigen was inaccurately listed as the prosecuting attorney in the case.

Tuesday, April 16

9:33 a.m. A trespass notice was requested and served.

5:41 p.m. Christopher C. Martin was arrested for alleged conspiracy to deliver methamphetamine.

6:22 p.m. KC V. Lahoe was arrested for alleged conspiracy to deliver meth.

9:08 p.m. Raul Garay was arrested for alleged failure to register.

Wednesday, April 17

8:56 a.m. Tracey A. Kinnaman was arrested for alleged burglary.

1:22 p.m. Deputy assisted the U.S. Marshal Service.

4:36 p.m. Juanita J. Simmons was arrested on a Natrona County warrant.

6:47 p.m. A deputy observed a vehicle approaching his patrol unit at a high rate of speed. The suspect vehicle passed the patrol unit, but had to cut sharply back in front of it to avoid colliding with oncoming traffic. The driver was cited for improper passing and careless driving.

Thursday, April 18

11:28 p.m. A truck reported stolen was located by a deputy.

Friday, April 19

3:52 p.m. A deputy about to go off-duty noticed a vehicle being driven erratically. The deputy further observed the driver was slumped over in the seat and appeared to be suffering from an overdose. An ambulance was summoned and the driver was taken to the emergency room. He was later cited for driving under the influence of a narcotic, two counts of possession of a controlled substance and two counts of use of a controlled substance.

Saturday, April 20

10:51 a.m. Report of an incident on the jail floor. A subject was cited for simple assault.

3:30 p.m. A bicycle was found and picked up on East River Road.

Monday, April 22

9:51 a.m. Report of a theft south of town. The matter is under investigation.

2:20 p.m. Vehicle vs. deer accident at mile marker 138 on Highway 20 North.

3:58 p.m. Vehicle vs. deer accident at mile marker 137 on Highway 20 North.

Tuesday, April 16

3:54 a.m. REDDI report, though the suspect vehicle could not be located.

5:14 a.m. Officer responded to a hit and run accident in which three vehicles were struck. The driver was later stopped and cited for leaving the scene of an accident.

9:25 a.m. Assistance was requested for an ongoing dispute.

3:32 p.m. Report of a stolen vehicle. Upon further investigation it was found the vehicle had been towed off private property and the matter was considered civil.

10:38 p.m. Nevada S. Whiting-Plapot was arrested on a Fremont County warrant.

Wednesday, April 17

2:35 p.m. A trespassing notice was requested and served.

5:32 p.m. A set of keys were found and returned.

Thursday, April 18

4:57 a.m. Report of a possible burglary, though the officer saw no signs of forced entry and nothing appeared out of the ordinary.

10:44 a.m. Complainant reported someone entering a hotel room and urinating all over the bathroom floor.

12:41 p.m. Report of a stolen vehicle that was loaned to someone, who then loaned it again without the owner’s permission.

2:28 p.m. Ricky D. Dyer was arrested for an alleged parole violation.

2:39 p.m. Jasmine R. Garcia was arrested for alleged battery and interference.

11:28 p.m. Complainant reported an unwanted subject at a residence. Michael L. SunRhodes was arrested for alleged public intoxication.

Friday, April 19

3:41 a.m. A call was initially reported as a burglary. It was later discovered the suspect in question was supposed to be picking up items and had let himself in.

11:11 a.m. Complaint of a subject in a white Jeep driving up and down the street, talking on his cell phone and stopping short in front of others. The vehicle could not be located.

11:40 a.m. Reported burglary of a storage unit facility. The lock mechanism was bent, but the owner couldn’t say if anything was missing.

1:41 p.m. Complaint of a truck speeding back and forth past a house. The vehicle could not be located.

2:06 p.m. Report of an intoxicated subject, though he was tested and was found to be sober.

2:30 p.m. REDDI report, though the driver was contacted and was not intoxicated.

Saturday, April 20

7:38 a.m. Report of a loud explosion. It was discovered a semi had blown a tire as it went around a curve.

9:20 a.m. REDDI report, though the driver was not intoxicated. He did admit to speeding and was cited.

1:47 p.m. During a traffic stop for speeding, a driver was also cited for possession of marijuana.

8:40 p.m. A disorderly subject was told he could go home as long as he did not return to the property.

Sunday, April 21

3:42 a.m. Complaint of two male suspicious subject going door to door at businesses.

10:23 a.m. A female subject was cited for driving under suspension.

Monday, April 22

5:22 p.m. Responding to a 911 hang up, officer found it was a child playing with a phone.

5:47 p.m. A cell phone was found and returned to its owner.

Birth

Alana Avery Reed was born Tuesday, April 16, 2019, at Hot Springs County Memorial Hospital to Cassandra and William Reed.

She weighed 7 pounds, 9 ounces, and was 20.5 inches long.

Grandparents are Wendy and Rick Collins and Pam and Marty Reed.

Circuit court

Randy Harrison was found guilty of driving under the influence or in possession of drugs. Fees and fines are $600.

Deanna S. Morgan was found guilty of possession of a controlled substance, driving under suspension, no proof of insurance and open container, and was sentenced to 30 days in jail with 30 days suspension. Fees and fines are $1,320.

Robert Harrison was found guilty of driving under the influence, minor in possession and open container, and was sentenced to 30 days in jail with 29 days suspension and one year unsupervised probation. Fees and fines are $845.

Xavier W. Getzfreid was found guilty of careless driving and was sentenced to six months unsupervised probation. Fees and fines are $455.

Evan C. Washenfelder was found guilty of minor in possession and open container. Fees and fines are $540.

Kolton Bagent was found guilty of furnishing alcohol to a minor and open container. Fees and fines are $540.
