On the Record policy
It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law.
Sex offender
Wyoming State Statute 7-19-303 (c) (ii) (iii) requires that residential neighbors within seven hundred fifty (750) feet of a registered sex offender’s residence be notified. If you are a property owner in this area it is your responsibility to notify any renter or lessee of your property that there is a sex offender residing in the neighborhood.

Tuesday, March 5
9:19 a.m. A female subject who is a registered sex offender had not registered a change of address. The matter has been forwarded to the county attorney’s office.
6:17 p.m. Deputies responded to a large rock fall in the canyon and provided assistance until WYDOT had enough staff on hand to provide traffic control.
Wednesday, March 6
10:20 a.m. A report was received from a school about juveniles in a video snorting prescription drugs and smoking marijuana. Juveniles were spoken to and confirmed this did happen. The matter is under investigation and charges are possible.
5 p.m. A probation check was done on a female subject, in whose home was found a device for smoking marijuana.
Thursday, March 7
7:44 p.m. Reported gunshot, though the responding deputy found nothing out of place.
Friday, March 8
12:15 p.m. Deputy responded to a report of child abuse. The call was unfounded.
2:12 p.m. Report of a juvenile taking property and refusing to return it. The property was returned prior to the deputy’s arrival.
Saturday, March 9
8:32 p.m. A call was received from Thomas M. Adams, who had some slurred speech. Adams, who is on probation, submitted to a breath test which returned a high blood-alcohol report, and he admitted to drinking. Adams was arrested for alleged probation violation.
Sunday, March 10
5:50 p.m. Report of an intoxicated subject stumbling and falling down in front of vehicles. John D. Hammond was arrested for allegedly being an intoxicated subject on a roadway and cited for possession of marijuana.
7:31 p.m. Report of a vehicle in the canyon with two flat tires. The responding deputy assisted in getting help.

Tuesday, March 5
3:06 p.m. Nicole A. Cantu was arrested on a Campbell county warrant.
10:30 p.m. Nathan M. Thomas was arrested for alleged public intoxication, property destruction and interference with an officer.
Wednesday, March 6
12:10 p.m. Report of a lost bank card, which was cancelled by the complainant. The card was later found and destroyed.
6:30 p.m. Report of a missing juvenile male who was later found OK.
Thursday, March 7
11:29 a.m. Reported theft of a firearm. The gun was later reported misplaced, not stolen.
Friday, March 8
9:24 a.m. Report of a hit and run, in which it appears one vehicle backed into another during the night. The matter is under investigation.
2 p.m. Complaint of about $160 taken from a residence. The matter is under investigation.
7:08 p.m. Deanna S. Morgan was arrested for alleged open container and probation violation.
Saturday, March 9
1:21 a.m. Report of a couple in a verbal fight. The two subjects were separated for the night.
6:15 a.m. Complainant reported a suspicious noise outside the home. There were no fresh tracks or any other indicators someone had been there.
Sunday, March 10
1:22 p.m. Report of a couple adults arguing about being able to see a juvenile. The matter was deemed civil in nature.
3:18 p.m. Report from the Cody Police Department about a dangerous subject possibly coming to Thermopolis. The subject was not located.
9:31 p.m. Report of a semi driving erratically. The mater was forwarded on to Wyoming Highway Patrol.
Monday, March 11
12:14 a.m. Report of a man dressed in black who spooked the complainant. No such subject was located.
Circuit court
Zaknafein Dubeau was found guilty of being under 21 in possession of alcohol. Fees and fines are $105.
Sydney R. Skiver was found guilty of possession of a controlled substance and was sentenced to 30 days in jail with three days suspension and one year unsupervised probation. Fees and fines are $255.
Robert L. Richter II was found guilty of driving under the influence, shoplifting under $1,000 and no valid driver’s license, and was sentenced to 90 days in jail with 89 days suspension and six months supervised probation. Fees and fines are $465.
Melissa Goodman is bound over to District Court on two counts of having a child where meth is stored, ingested or possessed and a charge of possession of a controlled substance.
Shawn D. Goodman is bound over to District Court on two counts of having a child where meth is stored, ingested or possessed and two counts of possession of a controlled substance.
Matthew J. Kratzer was found guilty of possession of a controlled substance and was sentenced to 180 days in jail with 180 days suspension and one year unsupervised probation.
Joseph M. Cates was found guilty of reckless endangering and was sentenced to six months in jail with 179 days suspension and six months unsupervised probation. Fees and fines are $405. restitution is $500.
Jason A. Little was found guilty of driving under the influence and was sentenced to 13 days in jail. Fees and fines are $255. He has since been released from jail.
Karl Bert-David Loos was found guilty of possesison of a controlled substance and was sentenced to 219 days in jail with 219 days suspension. Fees and fines are $355.
Salahuddin Najar was found guilty of unauthorized use of a vehicle and was sentenced to 30 days in jail with five days suspension and one year unsupervised probation. Fees and fines are $205.
