On the Record policy

It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law.

Wednesday, Feb. 27

1:14 p.m. Following a welfare check, a subject was transported to the emergency room then to the VA clinic in Billings.

Thursday, Feb. 28

4:03 p.m. Report of hay bales on Highway 120. There were no bales found when the deputy arrived.

Friday, March 1

1:34 p.m. Report of a vehicle passing a bus that had its stop arm extended. The matter is under investigation.

5:12 p.m. A deputy passed a vehicle with expired front plates and pulled it over. Upon contact with the occupants, the deputy detected an odor of “cover up” and recognized a juvenile subject from previous incidents.

The deputy searched the vehicle and located a pipe, grinder and bag with suspected marijuana, some butane hash oil concentrate and a vaping device. The driver was cited for possession of marijuana and improper registration. The juvenile was cited for minor in possession of tobacco and possession of marijuana in liquid form.

Saturday, March 2

12:30 p.m. Assistance was provided for a single-vehicle accident on Highway 120 which resulted in minor injuries.

3:07 p.m. Deputy observed Deanna S. Morgan driving and was aware she did not have a valid license. Following a stop, Morgan said there was marijuana in the vehicle though none was located. Morgan was arrested for alleged driving under suspension.

Sunday, March 3

6:22 p.m. A deputy pulled over a vehicle for speeding on Highway 120. The deputy detected an odor of marijuana in the vehicle, though after a search to which the driver consented no marijuana was located.

Monday, March 4

1:39 p.m. Several purses were located in a dumpster in East Thermopolis, some which still contained identification. The contacted owners were unaware of when the purses went missing.

8:03 p.m. Complainant reported a scam, in which he was requested to buy several gift cards.

9:48 p.m. Report of an intoxicated subject not leaving a location. Gary Sigmann was arrested on a Washakie County warrant.

Tuesday, Feb. 26

10:28 a.m. Complaint of several abandoned vehicles, though the majority of them have since been moved.

11:18 a.m. Report of a subject allegedly violating a protection order. Mark. K. Danis was arrested in a different county and was later transported to Hot Springs County Jail.

5:26 p.m. Several firearms were reported stolen. The matter is under investigation.

Wednesday, Feb. 27

11:38 a.m. Following a traffic stop, officers assisted a female subject home, though questions arose about her living situation. The matter is being handled by other agencies.

2:56 p.m. Jerry D. Martinez was arrested for alleged drug violation, speeding, no operator’s license on person, breach of peace and being under the influence of a controlled substance.

4:46 p.m. Complainant reported a domestic disturbance. Upon further investigation, it was determined the noise was from people moving in and shifting some big boxes.

Friday, March 1

2:12 p.m. Report of a possible intoxicated subject causing issues. The subject was just speaking loudly and being boisterous.

Saturday, March 2

10:49 p.m. Justin E. Seilaff was arrested for alleged driving under the influence and for a Carbon County warrant.

Monday, March 4

9:46 p.m. Officer responded to to a couple fighting. The two were separated for the night.

Circuit court

Darrin M. Field was found guilty of driving under the influence and possession of a controlled substance, and was sentenced to six months in jail with six months suspension and six months supervised probation. Fees and fines are $1,010.

William T. Jackson was found guilty of possession of a controlled substance and three counts of use of a controlled substance, and was sentenced to 180 days in jail with 170 days suspension and one year supervised probation. Fees and fines are $1,020.

Clayton L. Douglas was found guilty of driving under the influence of alcohol and a controlled substance, possession of a controlled substance and property damage under $1,000, and was sentenced to 120 days in jail with 119 days suspension and 18 months unsupervised probation. Fees and fines are $460.

Taylor Romero was found guilty of conspiracy to commit misdemeanor and was sentenced to 180 days in jail with 144 days suspension and six months unsupervised probation. Fees and fines are $355.

Birth

Raul Creed Garay was born Wednesday, February 27, 2019, at Hot Springs County Memorial Hospital to Briana and Raul Garay Jr.

He weighed 7 pounds, 2 ounces, and was 20 inches long.

Grandparents are Brian Sonesen, Laurie Richard and Tomas Correa.
