On the Record policy
It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law.
Sheriff’s office
Wednesday, Feb. 20
3:18 p.m. Report received for a male subject seen on property from which he was trespassed. It was found that the subject received a verbal notice and he was given a written notice.
Thursday, Feb. 21
1:56 a.m. A deputy located an expired license at the Big Spring turnaround. The driver was later identified.
5:45 p.m. Report of an accident at Highway 20 and Black Mountain Road, in which a water tank fell off the back of a truck when it turned.
The tank bounced and struck a vehicle, causing a significant amount of damage.
10:11 p.m. A deputy observed a vehicle without a light on its license plate. During a stop, it was found the driver did not have proper registration but had a bill of sale though the old plates were still on the vehicle. The driver was cited for no insurance, no valid license and no proper registration, and the plates were removed.
Friday, Feb. 22
3:13 p.m. Deputy assisted Wyoming Highway Patrol with an arrest for driving under the influence.
7:50 p.m. Report of a male subject walking into town from the canyon. The responding deputy located a vehicle on the side of the road and learned the driver had contacted someone to give him a ride so he could refuel the vehicle.
Saturday, Feb. 23
9:15 p.m. Report of a vehicle crash. While investigating, the deputy noticed an odor of an alcoholic beverage from the driver.
Darrin M. Field was arrested for alleged driving under the influence. During the intake, Field was cited for possession of a controlled substance.
Monday, Feb. 25
8:07 a.m. Report of a subject spinning cookies at the Big Spring turnaround. There was no damage to the blacktop, but the driver was trespassed from the state park.

Tuesday, Feb. 19
4:48 a.m. Report of a semi dragging a large pipe. The responding officer caught up to the truck and helped pick up the pipe.
11:49 a.m. A male subject was cited for no insurance.
Wednesday, Feb. 20
8:55 a.m. Report of an ex-employee hanging around where he used to work.
10:56 a.m. Report of an accident in which a vehicle ran through a stop sign and struck a vehicle. The driver was cited for a stop sign violation.
Thursday, Feb. 21
11:51 a.m. A male subject was cited for possession of a controlled substance.
Friday, Feb. 22
8:23 a.m. Report of a citizen putting ice chunks from the sidewalk into the street. The street department was contacted to clear the ice.
2:26 p.m. Complainant reported a subject driving a vehicle erratically. Though the vehicle was parked when located, the driver was notified of the complaint.
7:49 p.m. Report of a subject pulling a trailer with no plates. The driver said he had the new plates and affixed them.
9:05 p.m. Complaint of a suspicious subject hanging around a business.
Saturday, Feb. 23
10:21 a.m. Report of a scam in which a subject was told he was approved for an online position.
Tuesday, Feb. 26
8:07 a.m. David R. Proctor was arrested on a Fremont County warrant.
Circuit court
Jennifer J. Eagle was found guilty of theft under $1,000 and was sentenced to 40 days in jail with 10 days suspension and six months unsupervised probation. Fees and fines are $205. Restitution is $264.36.
Raul Garay was found guilty of being a sex offender loitering within 1,000 feet of a school and driving under suspension, and was sentenced to 180 days in jail with 177 days suspension and six months supervised probation. Fees and fines are $810.
Dario C. Gallo was found guilty of shoplifting under $1,000 and criminal trespassing, and was sentenced to 30 days in jail with 30 days suspension and six months unsupervised probation. Fees and fines are $410. Restitution is $60.
