The State of Wyoming Department of Audit recently released a report on the cost of maintaining city government for the fiscal year of July 1, 2017 to June 30, 2018.
The report provides information in fund revenues and expenses, as well as what the cost is per taxpayer, based on the 2010 census numbers of 3,009 for Ther mopolis and 92 for Kirby.
According to the report for Thermopolis, the Enterprise Fund revenue was $2,677,896, broken down to: Garbage — $486,762; Sewer — $732,640; Solid Waste — $215,119; and Water — $1,243,375.
The Enterprise Fund expenditures were$2,497,314, including: Garbage — $342,027; Landfill — $367,217; Sewer — $559,078; and Water — $1,228,992. The cost per person (Enterprise) is $830.
Total other revenue is $3,585,773, including: Li- censes, permits and other taxes — $188,100; Other misc. revenue — $461,976; Property taxes — $251,620; Revenue from Local Government — $640,504; and Revenue from State Government — $2,043,573.
Total other expenditures were $3,920,980, including: Animal control — $41,091; Central administration — $111,320; Construction — $1,547,952; Correction including jail — $80,203; Financial administration — $154,142; Fire department — $51,748; General public buildings — $48,609; Highways, streets and alleys — $628,240; Interest — $23,178;
Judicial and legal — $76,527; Parks/recreation/museums — $115,122; Police — $998,871; and Protective inspection — $43,977
The cost per person for other expenditures is $1,303. The total town revenue is $6,263,669, with total expenditures of $6,418,294. The total cost per person is $2,133.
The report for Kirby shows the Enterprise Fund revenue was $41,552, including $7,513 for Garbage and $34,039 for Water.
Enterprise Fund expenditures were $23,540, including: Electric — $6,825; Garbage — $1,200; Land- fill — $7865; and Water — $7,650. The cost per per- son (Enterprise) is $256.
Total other revenue is $185,327, including: Licenses, permits and other taxes — $2,139; Other misc. revenue — $5,124; Property taxes — $8,796; Revenue from Local Government — $22,391; and Revenue from State Government — $146,877.
Total other expenditures were $175,829, including: Central administration — $36,900; Fire department — $4,500; General public buildings — $10,501; Highways, streets and alleys — $1,500; Judicial and legal — $9,227; Other expenditures — $112,327; Public welfare — $600; and Weed and pest — $224
The cost per person for other expenditures is $1,911. The total town revenue is $226,879, with to- tal expenditures of $199,369. The total cost per per- son is $2,167.
