On the Record policy
It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law.
Clarifications
The story “Enthusiastic crowd at Friends of NRA banquet” in the Sept. 21 should read the money from the event goes to grants, not scholarships.
The Cheryl Stewart listed as being arrested for alleged driving under the influence in the Sept. 21 edition is Cheryl A. Stewart, age 55, not Cheryl L. Stewart, age 58.
Sheriff’s office
Tuesday, Sept. 19
2:13 p.m. Traffic offense reported on Highway 20 South, after a vehicle passed a bus that had its red flashers on.
2:16 p.m. Report of trespassing on private property in the canyon.
2:35 p.m. Caller reported an injured deer on the side of the highway on Black Mountain Road. The animal could not be located.
8:42 p.m. Reported dispute between a male and female regarding a vehicle. The male subject had taken the vehicle and the female subject had a friend attempt to get it back. The male subject sent threatening text messages to the friend and was cited for unlawful use of a phone.
Wednesday, Sept. 20
7:40 a.m. Complainant reported a dog in the Cowboy Mine area was chasing livestock. The reporting party checked with neighbors and nobody knew who owned the dog. The dog was reportedly attacking livestock, and the reporting party shot the dog.
11:44 a.m. Report of shoplifting at a store south of town. Video of the incident was provided to a deputy, who will review it before making a decision about charges.
Saturday, Sept. 23
4:48 p.m. Report received from East Thermopolis of a couple motorcycles heading into the Warm Springs area of the state park. Trespass notices have been served on several motorcycle riders, though the deputy was not able to locate any motorcycles related to this incident.
7:43 p.m. REDDI report on Highway 120, though the suspect vehicle could not be located.
9:53 p.m. Report of trespassing at a business. A subject who had been previously trespassed was seen, though video will be looked at to verify. The subject was apotted again at the business at 6:20 p.m. on Sept. 24.
Sunday, Sept. 24
3:24 p.m. REDDI report in the 700 block of Shoshoni. There was no information as to whether the suspect vehicle had been located.
4:24 p.m. Report received of a dispute. There was no additional information available.
Monday, Sept. 25
3:25 p.m. Report of livestock coming over a cattle guard. The deputy found the cattle back in their pasture, and spoke to the owner about what could be done about the guard.
Police department
Tuesday, Sept. 19
8:21 a.m. Female subject reported theft of money and other items from her vehicle.
10:33 a.m. Complainant reported the landlord walked into the residence when nobody was home. The landlord was spoken to about proper procedures.
6:07 p.m. Subject reported a vehicle from out of state was driving up and down the street with a dog hanging out the window, making other dogs on the street bark.
7:01 p.m. Alleged violation of a peace bond between two parties who are not supposed to talk to each other.
Wednesday, Sept. 20
9:38 a.m. Report of a male subject who has not checked in at the Law Enforcement Center, as per bond conditions.
1:46 p.m. Reporting party said someone had broken in and let the dog out. The dog could not be located.
7:19 p.m. Complainant reported receiving threatening messages from a subject from out of state. Attempts were made to contact the sender with no success.
8:57 p.m. Report of an intoxicated male subject. The subject could not be located.
11:44 p.m. Report of a vehicle parked in business lot for an extended time. The owner could not be located.
Thursday, Sept. 21
9:42 a.m. Civil issue between a tenant and property owner. The parties were advised on how to go through the court process.
12:55 p.m. Complainant was concerned about deteriorating condition of a property. The owner was contacted and said he was waiting on someone to help him clean it.
5:02 p.m. Report of kittens abandoned on a property where nobody lives.
8:53 p.m. Report of a stray cat attempting to get inside a house.
Friday, Sept. 22
8:50 a.m. An alarm was set off at a business, though it was only due to a maintenance man trying to fix an ice machine.
11:42 a.m. Report of a strong odor of marijuana at an apartment building in the 1300 block of Canyon Hills. The responding officer could not determine if the odor was from someone smoking in the hallway or an apartment, and all of the residents were spoken to.
12:04 p.m. Officer responded to a report of an assault. However, the incident happened outside the county and the complainant was advised to contact the appropriate law enforcement.
4:51 p.m. Report of a new phone scam, in which people are advised they have an emergency collect call and need to provide their credit card number to accept. Phone companies have been contacted and verified they will not ask for card information, as collect charges are factored into a person’s bill.
7:04 p.m. Report of a family fight. Though there was nothing physical, the female subject was removed from the scene.
10:08 p.m. Male subject went to a business and wound up getting into a shoving match with another male subject. Both were cited for fighting in public.
Saturday, Sept 23
4:26 a.m. Complainant reported someone was shining a flashlight into the windows of a home.
12:35 p.m. Accident in the 100 block of North Fifth, when a vehicle backed into a second, parked vehicle.
1:18 p.m. Reporting party found a black dog. The officer took the dog and impounded it.
Sunday, Sept. 24
2:16 p.m. Complainant reported a lost or stolen license plate off the front of a vehicle, and was advised to contact the treasurer’s office to apply for new plates.
4:19 p.m. Male subject reported he had been in a fight with his mother to the point where he put his hand through a window.
6:39 p.m. A subject who checked in at the Law Enforcement Center submitted to a preliminary breath test that indicated positive for alcohol. A requested urine analysis will be tested.
Monday, Sept. 25
3:30 p.m. Subjects requested an officer speak with their son.
4:05 p.m. An initial report came in of a subject on the ropes course behind the middle school. It was later found the subject was there to check the course and make sure it’s certified for continued use.
7:28 A vehicle struck a second, parked vehicle, and the drivers exchanged information.

Tiphanie Reynolds was found guilty of use of a controlled substance and was sentenced to 90 days in jail with 90 days suspension and six months supervised probation. Fees and fines are $255.
Carl Strumfa was found guilty of possession of a controlled substance and was sentenced to 30 days in jail with 30 days suspension and six months unsupervised probation. Fees and fines are $255.
Carol Pickett was found guilty of criminal trespass and was sentenced to 180 days in jail with 180 days suspension and six months supervised probation. Fees and fines are $205.
Gary Sigman was found guilty of breach of peace and was sentenced to 30 days in jail with 29 days suspension and six months unsupervised probation. Fees and fines are $205.
Jessica Bledsoe was found guilty of possession of a controlled substance and was sentenced to 90 days in jail. Fees and fines are $240.
Grant Simic was found guilty of driving under the influence equal or more than .08 percent within two hours of driving and was sentenced to 30 days in jail with 29 days suspension and six months unsupervised probation. Fees and fines are $255.
Hanes Hall Jr. was found guilty of possession of a controlled substance and battery and was sentenced to 180 days in jail. Fees and fines are $430.
Andrew Gillum was found guilty of two counts of possession of a controlled substance and was sentenced to 90 days in jail with 87 days suspension and six months unsupervised probation. Fees and fines are $1,510. Gillum was also bound over to District Court on two additional charges of possession of a controlled substance.
Jonathan Utecht was found guilty of criminal trespass and was sentenced to 10 days in jail with 10 days suspension and six months unsupervised probation. Fees and fines are $205.
Brian Lindquist was found guilty of criminal trespass and was sentenced to 10 days in jail with 10 days suspension and six months unsupervised probation.
