On the Record policy

It is the Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law.

Sheriff’s office

Wednesday, Sept. 6

9:03 a.m. The Sheriff’s Office received several reports through the day regarding the same dog running at large. The dog was eventually picked up at 9:23 a.m. on Thursday, Sept. 7.

7:46 p.m. Welfare check performed on a subject, who was found to be OK.

7:56 p.m. Report of an attacking dog. The matter is under investigation.

Thursday, Sept. 7

4:03 p.m. An inmate flooded a cell, causing water to soak through the floor and into office space below.

7:23 p.m. Report of horses out. The animals were put up, but the owner could not be reached.

Friday, Sept. 8

10:25 a.m. Welfare check on a subject, who was found to be OK.

9:13 p.m. Report of harassment via calls and text messages. The matter was deemed civil in nature.

Saturday, Sept. 9

1:12 p.m. Subject was concerned about a dog that appeared injured and unable to use its back legs. The animal is currently being treated.

3:52 p.m. Call from Wyoming Highway Patrol requesting help with a search. The call was cancelled as assistance was no longer needed.

5:29 p.m. Complainant reported juveniles climbing on the terrace walls. The juveniles said they didn’t break anything, but were advised not to be on the terraces.

Sunday, Sept. 10

1:38 a.m. A male subject at an RV park appeared disoriented and he and second subject were taken to the hospital.

Tuesday, Sept. 5

6:58 a.m. Report of a bat in a home. The animal was moved to an outside location.

11:43 a.m. A female subject was cited for shoplifting.

1:41 p.m. Complainant reported a dog on a short leash hanging from a fence. The dog was put on the other side of the fence and immediately jumped back over. The owner was contacted.

1:44 p.m. Assist provided with Department of Family Services for a home check.

4:23 p.m. Report of a juvenile who was not picked up from school. Arrangements were made to get the child home.

5:55 p.m. Report of a subject walking a dog off a leash. The subject could not be located, but such activity is illegal.

6:47 p.m. A female subject was cited for second-offense possession of marijuana.

7:38 p.m. Report of a barking dog. The dogs in the area were quiet when the officer arrived.

9:15 p.m. Report of a verbal argument between two subjects who were co-occupying a residence. The argument became physical and Michael Wilkinson was arrested for alleged strangulation of a household member.

Wednesday, Sept. 6

1:14 p.m. Report of a black Ford truck driving in a hazardous manner. The suspect vehicle could not be located.

1:47 p.m. Complainant reported some people stopped by and asked her to sign up for an insurance policy. She did, but later had second thoughts. The individuals were later stopped and the validity of the policy was verified.

5:57 p.m. Complaint that a subject was using gasoline to clean parts.

Thursday, Sept. 7

9:05 a.m. Report of a subject throwing rocks onto the tennis court. As it could be a student waiting for the bus, information was passed on to the school district.

9:17 a.m. A subject requested a trespass notice served on another. The subject was advised to notify the other person.

11:14 a.m. Grant Simic was arrested for alleged driving under the influence.

1:16 p.m. Lacey Raney was arrested for alleged driving under the influence, driving under suspension and failure to have an interlock device.

2:18 p.m. Report of trespassing. The call was cancelled prior to the officer’s arrival.

3:32 p.m. A juvenile was spoken to about troublesome behavior, at the request of the parents.

3:42 p.m. Two-vehicle accident in the high school parking lot. A state accident report was completed.

6:27 p.m. Complainant reported a speeding driver. The suspect vehicle could not be located.

Friday, Sept. 8

6:25 p.m. Report of a speeding vehicle. The suspect vehicle could not be located.

11:26 pm. Report of a dog at large. The dog was reunited with its owner.

Saturday, Sept. 9

12:54 a.m. Informational report regarding two subjects who were not getting along.

1:19 a.m. Subject heard what sounded like gunshots. The origin of the noise could not be located.

7:48 a.m. Assist provided to ambulance service for a patient.

1:12 p.m. Four kittens were found. Homes have been found for two of them, while two are still at large.

9:57 p.m. Report of a missing dog. Owner called back and reported it was found.

Sunday, Sept. 10

9:10 a.m. A dog at large was impounded.

11:41 a.m. Subject thought he might have backed into another vehicle. The officer found no damage.

2:36 p.m. Welfare check on a subject who was found to be intoxicated but otherwise in good health.

6 p.m. Joseph Watkins was arrested for alleged driving under the influence.

7:42 p.m. Report of a missing dog. The animal later returned to its owner.

8:27 p.m. Report of a suspicious subject walking around a neighborhood. The subject could not be located.

8:56 a.m. Report of a student who had not shown up for school. It was discovered the student had missed the bus and was walking.

Monday, Sept. 11

9:33 a.m. Report of a vehicle parked on a service road. The owner was contacted and told to move it.

10:54 a.m. Tina Rayburn was arrested on a Washakie County warrant.

11:59 a.m. Report of a student who walked away from the school. The student later returned on his own.

2:41 p.m. Report of a deer that was struck by a vehicle and injured. An officer dispatched the animal.

Circuit court

Johnny Barton was found guilty of driving under the influence of a controlled substance and possession of a controlled substance and was sentenced to 180 days in jail with 150 days suspension and 12 months unsupervised probation. Fees and fines are $1,880.

Jared Dumas was found guilty of domestic assault and interference with emergency calls and was sentenced to 90 days in jail with 89 days suspension and six months unsupervised probation. Fees and fines are $880.
