On the Record policy
It is the Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law.
Correction
In the Aug. 3 edition, it was incorrectly stated that Jacquelyn Tuttle was found guilty of theft under $1,000. The charge was actually dismissed. The Independent Record apologizes for the error.
Sheriff’s office
Tuesday, Aug. 22
9:37 a.m. A wallet belonging to a subject from Texas was found at the WYDOT shop.
9:38 p.m. A family fight was mediated. There were no arrests or further action needed.
Wednesday, Aug. 23
8:04 p.m. Deputy called to assist with Wyoming Highway Patrol.
Thursday, Aug. 24
8:14 p.m. REDDI report, though the suspect vehicle could not be located.
Friday, Aug. 25
9:59 a.m. A trespass notice was served on a male subject.
10:15 a.m. Deputy encountered a female subject walking along the road. The subject said she wanted to go for a walk. Her mother later pulled up and took her home.
Saturday, Aug. 26
8:17 a.m. Caller was concerned about a subject whose vehicle had broken down. The subject was found to be OK.
5:06 p.m. A found phone was brought to the Law Enforcement Center.
7:50 p.m. A subject was concerned about a neighbor not answering the door. The neighbor was found to be OK.
Sunday, Aug. 27
2:43 p.m. A set of keys was found near a cooling pond and returned to the owner.
Monday, Aug. 28
12:43 p.m. Caller was worried about a subject, who was found to be camping.
1:24 p.m. A cow on the highway was put back in its pasture.
1:42 p.m. Complainant reported an unknown subject had made a scratch on his vehicle, but was unsure of when it happened.
Police department
Tuesday, Aug. 22
2:02 a.m. Report of a parked, unoccupied vehicle with its door open. The owner was contacted and checked the vehicle.
7:20 p.m. Report of a lost phone.
11:52 a.m. Dispute with a customer at a business. The matter has been ongoing and is still under investigation.
4:04 p.m. Subject reported someone got into his home while he was gone. Nothing was taken.
Wednesday, Aug. 23
8:15 a.m. Report of a lost wallet.
8:25 a.m. Report of dogs at large. The animals were reunited with their owner.
10:38 a.m. Complaint of a barking dog. The owner was contacted and took the animal inside.
10:57 a.m. Report of a male subject who appeared disoriented. The subject could not be located.
4:26 p.m. REDDI report, though the suspect vehicle could not be located.
Thursday, Aug. 24
2:28 p.m. Report of a dog in a vehicle. The responding officer observed the dog was OK.
3:52 p.m. A subject drove off in a van with its rear doors open and items fell out the back. The items were placed on the side of the road.
4:08 p.m. A large tortoise was found and returned to its owner.
4:45 p.m. A vehicle backed into a gas meter. The fire department and gas company isolated the leak.
6:05 p.m. Caller reported he was playing basketball in Candy Jack Park and the ball got stuck in the hoop.
7:32 p.m. A set of keys was found.
Friday, Aug. 25
6:56 a.m. Complainant reported a delivered package left in front of the door had been taken. The items in the package were later advertised online. A male subject was cited for theft.
10:36 a.m. A juvenile subject was cited for possession of tobacco.
10:45 a.m. A welfare check was requested on a subject who was found to be in good health.
3:29 p.m. Report of juveniles climbing a wall near a business. The juveniles were told to stop and agreed.
3:39 p.m. Officer responded to a dispute over nonpayment for services. The matter was deemed civil in nature.
5:46 p.m. Report of a vehicle hitting signs. The officer could not locate which signs had been struck.
7:27 p.m. Dispute between formerly married subjects over property. The matter was deemed civil in nature.
Saturday, Aug. 26
3:03 a.m. Martin Sunter was arrested for alleged public intoxication.
1:18 p.m. Request for assistance with a patient at the hospital.
2:25 p.m. Complainant reported a vehicle speeding through town. The suspect vehicle was located, and the driver apologized for his actions.
Sunday, Aug. 27
2:23 p.m. A subject reported his daughter was missing from Rawlins. The man was advised to contact the Rawlins Police Department. The female subject was contacted and said she no longer wants any contact with her father.
3:41 p.m. Report of dogs at large. The owner was trying to corral them when the officer arrived.
7:20 p.m. Report of a vehicle driving recklessly all over the road. The officer could not locate the suspect vehicle.
7:32 p.m. Report of a missing dog. There was no information as to whether the animal was found.
Monday, Aug. 28
9:17 a.m. A business requested an individual be trespassed from the premises. The subject was contacted and advised of the request.
12:29 p.m. Complainant reported an unknown subject had loosened the lug nuts on his vehicle.
4:08 p.m. Report of a two-vehicle collision. A state accident report was completed.
4:20 p.m. Report of a hit and run accident. The matter is under investigation.
4:27 p.m. A crossing guard reported a vehicle had driven by when the guard was collecting a caution sign.
7:08 p.m. Shealene Dorothy was arrested for alleged probation violation.
Circuit court
Holly Herrera was bound over to district court on charges of possession of a controlled substance and three counts of child where meth stored, ingested or possessed.
Timothy Ott was bound over to district court on a charge of third-offense possession of a controlled substance.
Shane Boren was found guilty of criminal trespassing. Fees and fines are $340.
Tamera Rollins was bound over to district court on a charge of wrongful taking or disposing of property, $1,000 or more.
Amanda Lynn was found guilty of use of controlled substance and was sentenced to 30 days in jail with 30 days suspension and six months unsupervised probation. Fees and fines are $190.
Andrew Garcia was found guilty of minor in possession of alcohol. Fees and fines are $200
Wil Antencio was found guilty of minor in possession of alcohol. Fees and fines are $200.
Joe Davis was found guilty of driving with a suspended license, driving without an interlock device and no child restraint system. He was sentenced to 90 days in jail with 83 days suspension and six months unsupervised probation. Fees and fines are $465.

Avery Marie Burgess was born Tuesday, August 22, 2017, at Hot Springs County Memorial Hospital to Tiffany Garen and Fred Burgess of Worland, Wyo.
She was 9 pounds, 12 ounces, and was 21 inches long.

Cash Hope Nehl was born Wednesday, August 23, 2017, at Hot Springs County Memorial Hospital to Diana and Ben Nehl of Wyoming.
She weighed 7 pounds, 10 ounces, and was 20 inches long.
