On the Record policy

It is the Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police calls” in the On the Record section are presumed innocent until proven guilty in a court of law.

Sheriff’s Office

Papers served for the month of June were 19 criminal papers and 31 civil papers.

Tuesday, July 7

4:44 p.m. Vandalism and theft to a vehicle was reported by an individual at a motel between 3-3:30 a.m. The individual reported air being let out of tires, engine compartment damaged, mirror broken, and mud flaps and receiving hitch stolen. The individual had been involved in an altercation earlier at a local drinking establishment and felt the incident may have something to do with the crime. No arrests have currently been made and no suspects have been identified.

Thursday, July 9

9:19 a.m. A resident of Red Lane reported theft of a wooden head gate. No witnesses or evidence was found, so the deputy recommended the owner install a more permanent head gate.

11:56 a.m. A citizen disagreement was reported regarding use of a mineral water ditch. The reporting party complained that the other individual was using rocks to raise the water level which was clogging the ditch. A deputy was able to come up with an alternative to using rocks that both parties agreed with.

Friday, July 10

5:27 p.m. A search warrant for illegal drug activity was served on a residence on Clark Street. Deputies and police officers searched the residence but did not find evidence of illegal drugs.

10:46 p.m. Someone reported a suspicious group of young people on Owl Creek Road. A deputy arrived and found eleven juveniles outside of a vehicle talking but no illegal activity was occurring.

Saturday, July 11

6:19 p.m. Three horses were reported roaming in a subdivision area. A deputy contacted the owner of the horses and the animals were retrieved.

9:34 p.m. Report of a vehicle being driven through the canyon with no headlights or tail lights. A deputy was not in the area so the call was transferred to highway patrol.

Monday, July 13

12:28 p.m. Someone reported receiving a voice mail supposedly from the IRS stating that if they were not called back immediately the person would be charged a large sum of money. The number the call came from appeared to be an international number and the reporting party wanted to inform the public of the fraudulent call.

8:14 p.m. Report of fireworks being shot off. A deputy informed the reporting party that there is no current ban on fireworks in the county as long as the activity was happening on private property.

9:01 p.m. Theft of a wallet and a radar scanner from a car was reported. The reporting party had been swimming in the state park and left the windows of their vehicle down. While swimming the person noticed a white Mercury stop near the car and then drive off in a hurry. No suspects have been identified at this time.

Police Department

Tuesday, July 7

12:41 p.m. Someone reported a felon in possession of a firearm but officers were unable to confirm the allegation.

1:46 p.m. A motor home was reported to be parked in an odd location. An officer responded and made contact with the individual in the motor home. Darren Dumas, 27, was found and cited for the possession of marijuana.

5:03 p.m. An individual requested a trespass notice be served on five other people for a property the person claimed a lawful connection with. Officers could not confirm the connection. No trespass notices were served until the connection could be proven.

8:40 p.m. Report of a missing 48-year-old female. The female was located in the Bighorn Mountains. The woman’s vehicle had become stranded and when she was able to find cell phone service she called her family.

10:48 p.m. Someone reported hearing possible gunshots in East Thermopolis. An officer was unable to locate the origin of the noise.

Wednesday, July 8

7:05 a.m Report of a sick fox pup in a roadway. The fox pup was taken to a veterinary hospital.

8:14 a.m. A suspicious person was reported entering a neighbor’s home. An officer contacted the person and found they were a relative of the home owner and had been living in the home for several months.

8:38 p.m. A homeowner and a tenant requested a trespass notice be served on Lori Guttke, 22, who was causing a disturbance. An officer reported to the residence to find Guttke intoxicated and trying to hide on the property. Guttke was arrested for public intoxication and served with the notice of trespass.

Thursday, July 9

12:12 p.m. Report of a suspicious person in front of a residence. An officer located the person who was having a medical issue. The person’s spouse was contacted and arrangements to transport them to the hospital were made.

12:23 p.m. Someone reported suspicious people in a passenger car parked in a neighborhood for a while. An officer located the car and found the people were part of a church group and were parked in front of the Episcopal church.

12:48 p.m. After release from jail, Lori Guttke, 22, returned to the residence where she had been served a trespass notice and was allowed into the home. Guttke became intoxicated and belligerent. An individual in the home called 911 and upon arrival officers found Guttke hiding on the property. Guttke was arrested for trespassing.

Friday, July 10

4:32 p.m. A verbal altercation was reported in the state park. When an officer responded to the location the people had left.

6:35 p.m. Someone reported an individual standing outside of a store with a sign. The individual was asked to leave but they refused and became hysterical. When an officer arrived the individual had already left.

Saturday, July 11

9:34 p.m. Report of a vehicle colliding into a fence. The property owner is working on an estimate of the damage.

1:10 p.m. Someone reported an individual in a store possibly harassing the store clerk. An officer arrived and determined the individual was not causing a problem.

5:17 p.m. Report of a vehicle backing into a pole at Taco John’s. No injuries were reported.

7:29 p.m. Report of two male subjects intoxicated and floating the river. An officer was unable to locate the male subjects.

10:14 p.m. Possible fireworks were reported being set off in a neighborhood. An officer located the people shooting fireworks and warned them it was in violation of the town ordinance.

Sunday, July 12

8:55 a.m. Someone reported a vehicle collision in a residential area. Minor injuries were reported.

Monday, July 13

12:42 p.m. Someone reported two dogs that corned a cat in a garage and attacked and killed it. The owner of the dogs was contacted by an officer and cited for animals running at large.

Circuit Court

Lori Guttke is scheduled for a pretrial conference on July 24 for charges of public intoxication and trespassing.

Lyle McGinnis was scheduled for a pretrial arraignment on July 14 for charges of protection order violation.

Johnathan Moon is scheduled for a jury trial on December 2 for charges of driving under the influence and two charges of possession of a controlled substance.

Birth

Hazelyn Nicole Reed was born Thursday, July 2, 2015, to Ashley (Nikki) and Charles Reed of Gillette, Wyo.

She weighed 6 pounds, 15.5 ounces, and was 21 inches long.

Grandparents are Basil and Kathy Sorensen of Thermopolis, Terri Kempton of Vernal, Utah, Chuck Reed of Gillette and Annette Wigton of North Dakota.
