    Over the weekend, two Thermopolis residents were inducted into the Wyoming Cowboy Hall of Fame during a ceremony in Laramie. Carl Obe Dockery was born on Owl Creek in 1936 and raised there by parents Clifford and Edna. During his childhood, he said, much of time was spent going places with horses, except for the quarter-mile trip to school, which he walked.     Russ Dowdy has retired from the Wyoming Department of Transportation after 24 years with the Thermopolis maintenance crew. "It's been a good run," Dowdy said at his retirement luncheon on Sept. 21. Dowdy was born in Greeley, Colo. He graduated from Hot Springs County High School in Thermopolis in 1973.     Wyoming State Parks have had a program in place for six years that allows the different parks across the state to bring in volunteers to work in their areas for the summer season. Budget and staffing cuts across the board called for some kind of help to keep the parks in tip-top shape, so a volunteer coordinator for the state was hired in Cheyenne to gather a list of volunteers and where they would like to help out.     This past Saturday, Jim Wilson received the 2017 Kurt Bucholz Conservation Award, presented by the Wyoming Stock Growers Land Trust (WSGLT) during a ceremony at Elk Mountain Ranches. Wilson said the ceremony during which they presented the award, which includes a bronze statue sculpted by Wyoming artist Jerry Palen, was attended by about 225 people.     On June 9 in Buffalo, at the Wyoming Stock Growers Association Spring Convention, Jim Mischke was presented with his award as Outstanding Range Professional.     May saw a change in staff at the Hot Springs County Senior Citizens Center, Lisa Pierce took over as director. Outgoing director Chanda Waddell, who moved to Indiana, worked at the facility through May. Pierce said she was lucky to have Waddell stay for those weeks, to help her get accustomed to everything before June 1.
