    The weather was certainly a factor in the fifth annual Oktobrewfest being a popular event this past Saturday. Though recent years have seen cold and rain for the event, this years had warmer temperatures and at least a bit of sunshine.     Hot Springs County will have 21 students competing at 4 p.m. this Saturday, Oct. 13 at the state marching festival at the Casper Events Center. Band Director Drew Brown said this is the first time in about 20 years that Hot Springs County High School has had a band participate in the event, and encouraged the community to come out and support them.     The 17th annual pumpkin patch, provided by Hot Springs County Sheriff Lou Falgoust, will be at the front of the Law Enforcement Center on Friday, Oct. 19 and Saturday, Oct. 20, from 10 a.m. until 6 p.m. each day.     As a way to give back to the community, Thermopolis Middle School will provide a leaf raking service to residents on Friday, Oct. 26 from 8:30-11 a.m. This year is the sixth for the program.
