Tuesday evening, the Thermopolis Town Council met, with Mayor Mike Mortimore absent, approved bids from Brad Lofink of Plowboy Auto and Jacque Michel for unused vehicles. Elmer Richard Quadro, 99, died on Thursday, March 10, 2016, in the home of his daughter, Jessie Shumway on Owl Creek, Thermopolis, Hot Springs County, Wyo. Elmer was born, September 20, 1916, in Pescadero, Calif., across from Pigeon Point Lighthouse. He was the eldest child of Manuel and Mary Quadro. The Bureau of Reclamation has scheduled a flushing flow in the Bighorn River downstream of Boysen Dam, according to Wyoming Area Manager, Carlie Ronca. This operation is at the request of, and in coordination with, the Wyoming Game and Fish Department. “The purpose of the flushing flow is to improve trout reproduction by flushing fine sediments from spawning gravels in the river,” said Ronca.
