    As October moves on, it's hard not to think of Halloween and the decorations that come with it, many of which are pumpkin-based. Gene Peterson got a surprise when he planted pumpkins this year, putting down 12-20 plants and seeds in some manure he got from the Hot Springs County Fairgrounds.     Tuesday night at the Thermopolis Town Council meeting, with Mayor Mike Mortimore absent, the council approved the third and final reading of an ordinance increasing sewer and solid waste collection rates for users with and customers of the Town of Thermopolis by revoking Ordinance 826, Resolution 500 and Resolution 493.     An incident at a business last Saturday has led to the charges of aggravated assault and battery and reckless endangering against Jeffrey L. Schroeder.     A weather delay of Friday night's Homecoming game didn't stop the Hot Springs County Football program from taking a 34-20 victory over the Moorcroft Wolves.     Over the weekend, two Thermopolis residents were inducted into the Wyoming Cowboy Hall of Fame during a ceremony in Laramie. Carl Obe Dockery was born on Owl Creek in 1936 and raised there by parents Clifford and Edna. During his childhood, he said, much of time was spent going places with horses, except for the quarter-mile trip to school, which he walked.     During the Tuesday evening meeting of the Hot Springs County Memorial Hospital Board of Trustees, Dr. Jason Weyer reported the big day — Oct. 1 — is coming up with regard to Title 25 patients.
