These trips outside the country are done every two years - the last one being to Peru - and give students a chance to experience another culture while also working on their language skills.     At Tuesday’s meeting of Hot Springs Travel and Tourism, Director Amanda Moeller reported there is continued decline in the lodging tax receipts. “We took a pretty big hit again this month,” Moeller said. Receipts were down 41 percent compared to last year.
