    The annual Keys to the City promotion, which was slated to begin last month, is anticipated to begin Dec. 5.     Outside Thermopolis is the Set Free Church's recovery program, offering help for those who have fallen as the result of drugs and/or alcohol. Karen Robbins of the church/ministry explained there are people who come who are not addicted; they are simply interested in serving and helping those who have addictions.     Tuesday, Nov. 15, the Hot Springs County Memorial Hospital Board of Trustees met. Among the items for action was the audit, presented by Michael Wright.     People for People is a small group of volunteers that provide free meals every Sunday for those in need in Thermopolis. Judy Carswell said the group is down to eight teams that provide the meals, though 12 is optimal. “Our teams,” she explained, “consist of different entities in the community.” For instance, the team she’s on is the courthouse team; other teams might come from churches, the VFW or even a neighborhood.     Tuesday evening, the Thermopolis Town Council approved, upon third and final reading, Ordinance 845 regarding recreational outdoor burning. The ordinance, which takes effect Dec. 1, states no fire permit is required for outdoor fireplaces, fire pits and other recreational fire appliances, provided they meet the ordinance guidelines.
