    Hot Springs County Library director Tracey Kinnaman appealed Friday afternoon to the Hot Springs County commissioners for stop-gap funding to cover the library’s overdrafted bank account. Kinnaman told the commissioners that the library had expended its cash reserves, and the funding issue was not a budgetary one but simply a cash flow problem.
